TDEC Order on Coal Combustion Residuals

This website has been created to assist the public with reviewing plans and providing comment on TVA’s approach to safely store coal ash, also known as coal combustion residuals (CCR), at its sites in Tennessee.

TVA is currently conducting environmental studies under the oversight of Tennessee Department of Environment and Conservation (TDEC), as directed by an August 6, 2015, TDEC Commissioner’s Order, OGC 15-0177 (Order). Learn more about the Order here. The Order created a process by which CCR disposal sites in Tennessee would be investigated and assessed for risks. It also provides the requirements for reducing these risks. In addition to the Order, TVA is also following the 2015 Environmental Protection Agency Final Rule on Disposal of Coal Combustion Residuals from Electric Utilities (CCR Rule). Learn more about TVA’s compliance with the CCR Rule here.

The investigation entails the six steps shown below. TVA has completed the first of these, Investigation Conference Presentations, for seven Tennessee coal-fired power plants under the Order. TVA is now working with TDEC to complete an Environmental Investigation Plan (EIP) for each plant. 

Each EIP outlines how TVA will conduct a comprehensive environmental investigation of the CCR storage to supplement existing information. Once the plans are approved, TVA will initiate environmental investigation activities and will develop an Environmental Assessment Report for each plant.
