Management of Coal Combustion Residuals from the Shawnee Fossil Plant

McCracken County, Kentucky

TVA released a Final Environmental Impact Statement that addresses the potential environmental effects of its preferred option for eliminating wet storage of coal combustion residuals (CCR) at the Shawnee Fossil Plant near Paducah, Kentucky, in McCracken County. The year-long assessment calls for closing a former special waste landfill, a large ash impoundment and building and operating a new lined landfill that will store dry coal ash waste produced at the plant in the future. The new landfill will meet all state and federal CCR regulations. A record of decision will be published sometime after a mandatory 30-day minimum waiting period.

Public Involvement

The Notice of Intent  to prepare an EIS was published in the Federal Register on November 1, 2016. A public open house was held on Tuesday, November 15, 2016, at the Robert Cherry Civic Center, in Paducah, Kentucky. Public comments on the scope of the EIS were collected from November 1, 2016 through December 1, 2016. Comments received during the scoping period were reviewed by TVA and considered in the development of the draft EIS. Scoping comments and documents from the open house can be found in Appendix A of the final EIS. A Notice of Availability for the draft EIS was published in the Federal Register on June 16, 2017. A public open house was also held on June 22, 2017, at the Robert Cherry Civic Center. Public comments on the draft EIS were collected from June 16, 2017 through July 31, 2017. Comments received during the draft EIS comment period are included in Appendix I of the final EIS, as well as TVA’s responses to those comments.
