Cumberland Fossil Plant Coal Combustion Residuals Management Operations

TVA is seeking comment on a draft environmental impact statement (EIS) to address the potential effects associated with the management of coal combustion residuals (CCR) at the Cumberland Fossil Plant (CUF). To ensure consideration, comments on the draft EIS must be postmarked or e-mailed no later than January 2, 2018.

TVA needs to decide how best to manage CCR produced at CUF and close the existing wet impoundments. This proposal supports the goal established by the TVA Board of Directors to store CCR on a dry basis fleet-wide, and will help meet state and federal requirements of the U.S. Environmental Protection Agency’s CCR Rule and other regulations.

In addition to the No Action alternative which served as a baseline, TVA considered three alternatives that reviewed several CCR management projects. These projects include:

  • the construction of a bottom ash dewatering facility and water process basins,
  • options for closure of the ash impoundments (both closure in-place and by-removal), and
  • options for long-term disposal of future CCR (both construction of a landfill on CUF property and offsite transport of CCR to an existing permitted landfill). 

A portion of this EIS will tier from TVA’s 2016 Programmatic Environmental Impact Statement (PEIS) that analyzed methods for closing CCR impoundments at TVA fossil plants and identified specific screening and evaluation factors to help frame its assessment of closures at any of its facilities.

Public Involvement

The Notice of Intent to prepare an EIS was published in the Federal Register on December 2, 2016. A public open house was held on December 12, 2016, at the Freedom Point Events Center at Liberty Park in Clarksville, Tennessee. Public comments on the scope of the EIS were collected from December 2, 2016 through January 6, 2017. Comments received during the scoping period were reviewed by TVA and considered in the development of the EIS. Submitting Comments

TVA will hold a public open house to discuss the draft EIS from 4:00 p.m. to 6:30 p.m. CST on Tuesday, November 28, 2017 at 402 Thomas Avenue, Cumberland City, Tennessee. Comments on the draft EIS must be received no later than January 2, 2018. They may be submitted online, mailed, or e-mailed to the addresses below. All comments received, including names and addresses, will become part of the project administrative record and will be available for public inspection.
