Changes to Green Power Providers Program

The Tennessee Valley Authority (TVA) is preparing an Environmental Assessment (EA) to consider changes to its private-scale renewable offerings. In February 2019, the TVA Board approved the closure of the Green Power Providers (GPP) program to new applications effective January 1, 2020, pending completion of appropriate environmental review in compliance with the National Environmental Policy Act (NEPA).

In October 2019, TVA released a draft EA that evaluated the potential environmental and socioeconomic impacts of three alternatives: a) continuing the GPP program unchanged; b) closing GPP and providing no replacement program; and c) closing GPP and implementing a new private-scale renewable service offering.

In the new service offering, TVA proposes to establish a Quality Contractor Network of vetted solar installers to assist the public in installing private-scale solar. The offering would also establish installation standards and best practices for PV systems and batteries, inspection requirements, and a more standardized interconnection process.

The public review period for the draft EA ended on November 8, 2019. TVA is currently reviewing public input and preparing the final EA.
