Rickman, Tennessee

Update – June 2015

TVA has identified a preferred route for a new transmission line that would increase power reliability and allow for industrial growth in Rickman and surrounding areas served by Upper Cumberland Electric Membership Corporation (EMC).

TVA evaluated each route using social, engineering, and environmental factors.  Information sources included available data, aerial photography, limited onsite reviews, public review and comment, and property owner input.  Based on public input and evaluation, the preferred route is expected to have the least overall project impacts of the alternatives.

TVA would build a 4.7-mile line from their West Cookeville-Livingston 161-kV Transmission Line to serve Upper Cumberland EMC’s proposed substation.  The proposed substation would be located west of Rickman Road near Midway Circle in Rickman, Tennessee.  The route selected includes tap point No. 3 and a combination of alternative segment Nos. 3, 6, 7, 11, 12, 14, and 16.

The line would consist of steel pole structures on 100-foot-wide right of way.  The National Environmental Policy Act review will be completed. 


 

TVA is considering improvements to its transmission system that would provide power for growing industrial load in Rickman and the surrounding area and increase power reliability for the area.

TVA is proposing to build about 6.5 miles of transmission line, beginning at TVA’s Livingston-West Cookeville 161-kilovolt Substation and traveling east to Upper Cumberland EMC’s new substation on Rickman Road.

16 alternate line segments are under consideration. The line would be built on steel pole structures.

TVA will hold an open house on Oct. 23, 2014 to provide information, answer questions and receive comments about the proposed transmission project.

Public involvement

TVA's process for siting new transmission projects is designed to allow public input at various stages. TVA is committed to working with area stakeholders to address concerns during various stages of the project.

Environmental reviews

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplain and wetlands along with alternative routes are shown in the referenced map. The map illustrates how each alternative route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.

Project schedule

Dates are subject to change. During projects of this magnitude, unexpected issues may arise, resulting in the need to adjust the schedule.
