Millington, Tennessee (Proposed Millington Solar Transmission Project)

Update — April 2017

TVA has identified the preferred location for a transmission line that would convey power generated by Silicon Ranch Millington, LLC’s (SR’s) new solar facility to TVA’s transmission system.

TVA evaluated each route using social, engineering, and environmental factors. Information sources included available data, aerial photography, limited onsite reviews, public review and comment, and property owner input. Based on public input and evaluation, the preferred route is expected to have the least overall project impacts of the alternatives.

TVA would build the proposed Shelby-Millington Solar 161-kV Transmission Line from TVA’s existing Shelby 500-kV Substation located off Mudville Road in Millington to SR’s new Millington Solar 161-kV Substation located at the corner of Kerrville Rosemark Road and Bethuel Road in Millington. The route selected is a combination of Segment Nos. 1, 3, 7, and 10 and will be about five miles long.

The line would consist of steel pole structures on new 100-foot-wide right of way. Construction is scheduled to begin in summer 2018, and the project is scheduled to be complete in fall 2018.

Background

TVA is considering improvements to its transmission system that involves a new transmission line in the Millington area.

TVA is proposing to build about 4.5 to 5.0 miles of single-circuit transmission line which would convey power generated by Silicon Ranch Millington, LLC’s new solar facility to TVA’s transmission system. The Shelby-Millington Solar 161-kV Transmission Line would begin at TVA’s existing Shelby 500-kV Substation located off Mudville Road in Millington and end at Silicon Ranch Millington, LLC’s new substation located at the corner of Kerrville Rosemark Road and Bethuel Road .

Four alternative transmission line routes consisting of ten alternative segments are under consideration. The line would be built on steel pole, single-circuit structures.

TVA will hold an open house on Thursday, September 15, 2016, to provide information, answer questions and receive comments about the proposed transmission project.

The project is expected to be in service fall 2018. Construction is scheduled to begin spring 2018. (Dates are subject to change. During projects of this magnitude, unexpected issues may arise, resulting in the need to adjust the schedule.)

Map

The map shows the network of alternative routes TVA is considering for the proposed transmission line. The map is also available below as a PDF file.

Environmental reviews

The National Environmental Policy Act review is pending.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplains and wetlands along with alternative routes are shown on the referenced map. The map illustrates how each alternative route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U. S. Army Corps of Engineers.
