Infrastructure Subcommittee Charter and List of Members
Purpose and objectives
To advise TVA in performing its mission to develop and maintain a safe
and efficient navigable waterway from Paducah to Knoxville including related
navigable tributaries.
Develop recommendations for
consideration by the RRSC that would help ensure the structural integrity
and economic efficiency of the Tennessee River navigation system.
Desired work plan characteristics
Subcommittee activities should examine issues on an integrated system
basis and be guided by the provisions of the TVA Act.
Scope of interest of the work plan
- Become conversant with
navigation planning and operational issues on the Tennessee River navigation
system.
- Develop and articulate
a position on the new Kentucky Lock Project.
- Develop and articulate
a position on the maintenance of the Chickamauga Lock and the need for
a new Chickamauga Lock.
- Review operation of the
TVA main river reservoirs and identify impacts on the navigation industry.
Propose operating alternatives for consideration by the RRSC Infrastructure
Subcommittee where appropriate.
- Identify other navigation
infrastructure issues.
Schedule
Phase I
Charter
- Final draft charter for
recommendation to Council on June 22.
- Additional schedule implications
to be determined as areas of interest are finalized and additional membership
is afforded the opportunity to participate.
Membership - Interest representation
- Fill out subcommittee
representation for shippers, terminal operators, and others. Non-Council
members will be working members of the subcommittee. Additional technical
specialists would provide input only.
Member education
- Educate members on navigation
planning and operational issues. Request/gather additional information
as needed.

Duration
As long as needed, but not to exceed the duration of the Council.
