Engineering Evaluation/Cost Analysis (EE/CA)
The Engineering Evaluation/Cost Analysis (EE/CA) evaluates alternatives for restoration of the Swan
Pond Embayment area impacted by the spilled fly ash at the Tennessee Valley Authority (TVA) Kingston
Fossil Plant (KIF) release site in Roane County, Tennessee. The EE/CA also addresses stabilization and
closure of the former Dredge Cell.
The purpose of the EE/CA is to describe the objectives of the removal action in the embayment and Dredge Cell areas, describe and evaluate available alternatives for restoration of the environment impacted by the spilled fly ash, and identify the recommended action. This EE/CA has been prepared in accordance with EPA’s Guidance on Conducting Non-Time-Critical Removal Actions Under CERCLA.
TVA welcomes your comments on the EE/CA Document. The comment period for the document began January 19, 2010 and will end on April 5, 2010.
