Green Power Providers 2014 Application Process

TVA and participating local power companies (LPC) will offer 10 MW of Green Power Providers capacity in 2014.  Green Power Providers, designed with residential and small commercial customers in mind, is for projects up to 50 kW in size.  During calendar year 2014, a random selection of capacity requests will be employed only in the event that the 10 MW capacity is oversubscribed during an open capacity reservation request period.

Open Capacity Reservation Request Period: January 15 - February 17
Here’s how the process will work:

  • There will be two pools of available capacity:
    • A residential capacity pool of 4 MW
    • Non-residential capacity pool of 6 MW  
    • TVA will also accept an additional 30% capacity in each pool to be utilized as a waitlist.
  • A customer must first submit a request to reserve capacity by completing a Capacity Reservation Request form (Request) and then submitting it to its LPC, along with any Request fee required by the LPC. NOTE: This Request does not guarantee a capacity reservation.  Capacity is not reserved until a Participation Agreement has been reviewed and approved by the local power company and TVA.
  • The LPC will review and submit Request to TVA during an open capacity reservation request period from January 15, 2014, to February 17, 2014.  
  • TVA will track and log each Request submitted within each capacity pool.  Each Request will be assigned a unique position number and returned to the LPC.  The LPC will share the Request and its unique position number with the customer. 
  • Between February 18 and 21, TVA will determine if the capacity pools are oversubscribed or undersubscribed.

Undersubscribed Capacity:

LPCs will notify participating customers to begin the next steps. These customers must submit an interconnection agreement and participation agreement (if a capacity modification, submit request to modify capacity; if new construction, submit request for new construction participation) to their LPCs within 10 business days of the LPC’s notification. The LPC will then review the interconnection application, approve and sign an interconnection agreement with the customer, and sign and submit the customer’s participation agreement to TVA for review and potential approval within 60 business days of TVA notification. 

Oversubscribed Capacity Resulting in a Random Selection Process:

If one or both capacity pools is oversubscribed, TVA will employ a Random Selection Process for the Requests submitted during the open capacity reservation request period.

Between February 18 and 21, TVA will conduct the Random Selection Process to randomly select the Requests that were submitted to TVA during the open capacity reservation request period.  Requests will be selected at random until the maximum capacity plus 30% for the oversubscribed pool has been reached.

LPCs will be notified of the randomly selected Requests by February 21.  No later than February 24, 2014, TVA will also publish on its Program website (www.tvagreenpowerproviders.com) the unique position numbers and corresponding capacity for selected Requests and waitlisted Requests.  The unique position numbers will be listed in the order selected.  No other information about these projects will be published on the website. 

The customer will have 10 business days from the web posting to provide a completed interconnection application and participation agreement (if a capacity modification, submit request to modify capacity; if new construction, submit request for new construction participation) to the LPC. The LPC will then have 60 days to review the interconnection application, approve and sign an interconnection agreement with the customer, and sign and submit the customer’s GPP PA to TVA.  TVA will then review each participation agreement for eligibility and potential approval.  If approved by TVA, the customer must have system installed and fully operational within 180 calendar days from TVA’s execution date of the GPP PA.   

Waitlist Example:

If the non-residential capacity becomes oversubscribed, TVA will randomly select 6 MW of capacity, plus an additional 1.8 MW of capacity to be used as a waitlist.  If any of the projects randomly selected from the 6 MW pool prove to be ineligible, are cancelled, or are otherwise not completed, TVA will then consider the next Request on the waitlist.  Each Request on the waitlist will need to be coordinated with the LPC to ensure the customer still wishes to participate.  Waitlist Requests will be given three business days to respond. The waitlist will be limited to 2014. Requests on the waitlist that are not utilized will not be carried over into the next calendar year. 

Items of Note:

  • Before submitting a Request to your LPC, you must first read and understand the GPP Guidelines and the terms of Participation Agreement.
  • Receiving a returned Request from your LPC with a unique position number does not guarantee project/capacity approval. Project/capacity approval is not given until a GPP PA has been signed by TVA.
  • Customer should not proceed with the investment and/or construction of the project until receiving the GPP PA signed by TVA.
  • If the GPP PA submitted does not qualify or match the project information previously submitted on the Request (i.e. different system address, customer type, system size, etc.), the project will be disqualified and the next Request on the waitlist reviewed and processed.

Key Dates for Random Selection Process

Customer submits Capacity Reservation Form to LPC.  TVA will assign the form a unique position number.

Determine whether the capacity pools are oversubscribed (Random Selection Process) or undersubscribed (extend the Request period and begin to review and approve requests submitted)
