Tennessee State Route 36 Improvements
From SR 381 to I-81, Washington and Sullivan Counties, TN
The Federal Highway Administration (FHWA) and TDOT completed an environmental assessment (EA) for improvements and widening of 9.95 miles of State Route (SR) 36 from SR 381 in Johnson City, Washington County, Tennessee, to Interstate 81 near Kingsport, Sullivan County, Tennessee.
To provide adequate roadway capacity and safety to meet future traffic demands, TDOT would construct four 12-foot-wide traffic lanes and a 12-foot-wide continuous center turn lane along its existing alignment. Highway improvements would also include curbs and gutters with shoulders as well as a sidewalk and multiple-use path (bike lane) along its west side.
Although TVA has been asked for approval under Section 26a of the TVA Act over only a three-mile section at this time, the scope of the EA addresses the entire project. This FONSI adopts the FHWA/TDOT EA and evaluates effects of the entire project on environmental resources in the project impact area. No TVA land or landrights are involved. However, TVA would review actions that affect streams and floodplains. In total, this includes stream crossings, culvert extensions, or other potential alterations to Carroll, Boones, Reedy, Possum, Cedar, and Sinking creeks and other named and unnamed tributaries to South Fork Holston and Watauga rivers (Boone and Fort Patrick Henry reservoirs). Also, road construction would affect two small wetlands. Effects and mitigation for all wetland losses are characterized in the FHWA/TDOT EA and this FONSI.
When Section 26a permit applications for additional sections of SR 36 are received, TVA will review this FONSI and EA to determine if the impacts are adequately assessed and complete any appropriate additional environmental review. Based on the EA and contingent upon successful implementation of TVA general and standard conditions and mitigation measures, TVA concludes that the Section 26a approvals along the entire route would not be a major federal action significantly affecting the environment.
