Tennessee State Route 66 Widening From Boyds Creek Highway to North Parkway

On April 29, 2009, TVA issued a finding of no significant impact (FONSI) and approval under Section 26a of the TVA Act for the Tennessee Department of Transportation’s (TDOT) proposed widening of approximately 4.2 miles of State Route (SR) 66 from Boyds Creek Highway (SR 338W) to North Parkway (SR 448). This project comprises Sections 1 and 2 of a four-section TDOT highway improvement project for 8.4 miles of SR 66 in Sevier County.  Most of the project would be constructed within the existing highway right-of-way. TVA approval is necessary for several proposed stream crossings, culvert extensions, and riprapping on unnamed tributaries of the Little Pigeon River.

The Federal Highway Administration (FHWA) and TDOT jointly prepared an environmental assessment (EA) dated April 21, 1999, and a FONSI dated January 17, 2001, for the entire 8.4-mile widening project. TVA was a cooperating agency in the preparation of this EA.  In January 2007, FHWA/TDOT completed a reevaluation of the project after making minor changes to the proposed design and concluded that the potential environmental effects were still adequately described in the 2001 FONSI.  In issuing this FONSI, TVA is also adopting the 1999 FHWA/TDOT EA.
