Rogers Group, Inc. Proposed Barge Terminal

Wheeler Reservoir, Morgan County, Alabama

On August 29, 2013, TVA issued a final environmental assessment (EA) and a finding of no significant impact for the proposal by Rogers Group, Inc. to construct and operate a barge terminal and boat-launching ramp on Wheeler Reservoir in Morgan County, Alabama. The U.S. Army Corps of Engineers (USACE) cooperated in the preparation of the EA.Under the action alternative, Rogers Group would construct and operate a barge terminal on approximately three acres of TVA property at Tennessee River Mile 333.5 left descending bank. The facilities would be used for barge loading and transport of quarried limestone, sand, and gravel from Rogers Groups’ nearby existing quarry operations. The use of the TVA property for this purpose requires a change of the current land use allocation the tract from visual management and cultural resource protection to industrial use. USACE would issue permits pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act.

The proposed action was the subject of a Joint Public Notice issued by TVA and USACE in June 2012. A draft of the EA was issued for a 30-day public comment in June 2013. Comments received in response to the public notice and on the draft EA have been addressed in the final EA.
