Adoption of PURPA Standards for Energy Conservation and Efficiency

On June 29, 2007, TVA issued a final environmental assessment (EA) and finding of no significant impact (FONSI) for its review and adoption of five Public Utility Regulatory Policy Act (PURPA) Standards designed to increase energy conservation and efficiency. These standards are described as Smart Metering, Net Metering, Fuel Diversity, Fossil Fuel Generation Efficiency, and Interconnection. The review was required under the 1978 PURPA Act, as amended by the Energy Policy Act of 2005.

Two alternatives were considered. After reviewing the PURPA standards, TVA determined that its existing processes and programs address three of the standards: Fuel Diversity, Fossil Fuel Generation Efficiency, and Interconnection. Under both the no-action alternative and the action alternative, TVA would adopt these three standards with no change to current operations.

Under the action alternative, TVA would also adopt modified versions of the Smart Metering and Net Metering standards. TVA would work with distributors over the next several years to implement the standards in an adaptive manner. Only minor beneficial and/or adverse socioeconomic (including energy use) and air quality impacts were identified. As long as adaptations fall within the scope of this EA, additional environmental review would not be needed. Based on the analysis, TVA concluded that implementation of the action alternative would not be a major federal action significantly affecting the environment.

This EA tiers from TVA’s final environmental impact statement and integrated resource plan entitled Energy Vision 2020 (1995), which evaluated a large number of energy resource options (links provided below), and other environmental reviews in which TVA has assessed the potential impacts of various renewable energy resources and distributed generation systems.
