Occidental Chemical Corporation, Barge Terminal Modification and Outfall

Occidental Chemical Corporation, Dallas, Texas (OxyChem) has applied to the Tennessee Valley Authority (TVA) and U.S. Army Corps of Engineers (USACE) for permits to modify and operate an existing dock facility, and to install a waste water outfall into the Tennessee River at Tennessee River Mile 98.1 in Humphreys County near New Johnsonville, Tennessee. The modified dock and new outfall would support a new membrane-cell chlor-alkali production plant which would supply chlorine and caustic soda to the adjacent DuPont Chemical plant, thereby eliminating the need for chlorine delivery by barge. The proposed outfall would be part of a waste water treatment system to treat the process related water, as well as rainwater runoff from the new plant.
USACE and TVA issued a joint public notice of the proposal on June 7, 2012 and accepted public comments until July 7, 2012. The notice is available at the link below.
TVA’s action would be to approve, under Section 26a of the TVA Act, the modification of the existing barge terminal and the new wastewater outfall. USACE’s action would be to approve the project under Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act. TVA is preparing an environmental assessment (EA) to address the potential environmental impacts of the proposal. USACE is a cooperating agency in the preparation of this EA.
