North Toe River Bridge Replacements
Yancey and Mitchell Counties, North Carolina
On November 27, 2006, TVA issued a final environmental assessment and finding of no significant impact for the replacement of two bridges over the North Toe River in Yancey and Mitchell Counties, North Carolina. The North Carolina Department of Transportation proposes to replace the State Route 197 and SR 1304 bridges with new bridges; these actions require approval under Section 26a of the TVA Act.
The project required formal consultation under the Endangered Species Act for impacts to the endangered Appalachian elktoe mussel. In addition, the existing bridge on SR 197 has been determined eligible for the National Register of Historic Places, and a Memorandum of Agreement was developed to describe how the adverse effects to the bridge would be mitigated. The potential impacts to these and other resources are described in the environmental assessment.
