Regional Correctional Facility Expansion

Morgan County, Tennessee

Summary

The Tennessee Department of Correction has requested Section 26a approval for stream relocation and roadway culverts related to the expansion of the Morgan County Regional Correctional Facility near Wartburg. The Department proposes to add 1,428 new beds at the facility on Flat Fork Road. The expansion would require fill of 4,800 feet of Winchester Branch and fill of 6.95 acres of wetlands. As mitigation for these impacts, wetland and stream restoration would occur on a 36-acre site located 0.7 miles south of the prison. Additional streams on prison property that have been degraded by agricultural uses would be restored. TVA has issued a Finding of No Significant Impact (FONSI) and adopted a Department of Justice (DOJ) Environmental Assessment (EA) to support its decision to issue Section 26a approvals related to the project. TVA participated as a cooperating agency in the development of the DOJ EA.
