Mallard Fox Creek Industrial Park Land Disposal (Tract No. XWR-633)
Morgan County, Alabama
On October 18, 2011, TVA completed an environmental assessment (EA) and issued a finding of no significant impact (FONSI) for Hexcel Corporation’s request to purchase approximately 74 acres of TVA property located on Wheeler Reservoir (Tennessee River Mile 298), in Morgan County, Alabama. The property (Tract No. XWR-633) is part of the Mallard-Fox Creek Industrial Park. TVA owns this tract which is under permanent easement to the Decatur-Morgan County Port Authority for site development purposes until such time as it is sold for industrial development. The tract is allocated for industrial development in TVA’s Wheeler Reservoir Land Management Plan. Hexcel Corporation’s intended use is consistent with the current allocation for industrial use.
Under the proposed action, TVA would declare surplus and authorize the sale of the 74-acre tract for industrial purposes in accordance with Section 31 of the TVA Act. Approval of the request would be contingent on TVA’s retaining the right to construct a transmission line on 2.4 acres of the property. TVA would retain ownership of the wooded shoreline.
Specific actions addressed in this EA include the sale of the 74-acre tract at public auction and its subsequent development for industrial purposes. Specific building plans are not available at this time and therefore the prediction of the impacts from industrial development are speculative. If Hexcel Corporation purchases the property, it would construct and operate chemical production facilities on the site. The proposed action is conservatively assumed to result in the elimination of all wetlands and other plant and animal habitat on the tract except along the reservoir shoreline. Any future activity affecting the reservoir shoreline would be subject to an additional permitting and environmental review at that time.
