Lowe’s Ferry Subdivision
Fort Loudoun Reservoir, Blount County, Tennessee
On November 30, 2007, TVA issued a final environmental assessment (EA) and finding of no significant impact for the proposed flowage easement abandonment and private water use facilities along the Tennessee River on Fort Loudoun Reservoir.
McKeough Land Company proposes to construct community boat slips, dredges and fill along the left descending bank of Fort Loudoun Reservoir between Tennessee River Miles 621.6 and 623.1. McKeough Land Company also requests the abandonment of flowage easement rights to allow the construction of houses and roads. The water use facilities require approval by TVA under Section 26a of the TVA Act and by the U.S. Army Corps of Engineers under Section 10 of the River and Harbors Act and Section 404 of the Clean Water Act. The abandonment of flowage easement requires approval by TVA Board of Directors. TVA and the U.S. Army Corps of Engineers have prepared an EA of the effects of granting these requests. The EA also evaluates the individual water use facilities and shoreline stabilization projects that will likely be requested by water front property owners in the subdivision.
A draft of the EA was issued for public review in August 2007. The comments received on the draft EA are addressed in the final EA.
