Kirkmansville-Clifty City Power Improvement Project

Christian, Muhlenberg, and Todd Counties, Kentucky

The 45.7-mile long Paradise-Hopkinsville 69-kilovolt (kV) Transmission Line supplies electric power to Tennessee Valley Authority (TVA) and Pennyrile Rural Electric Cooperative Corporation (RECC) substations in Christian, Muhlenberg, and Todd Counties in Kentucky. Over the last 5 years, this line has experienced numerous power interruptions, and excessive voltage fluctuations have occurred at the Kirkmansville and Clifty Substations. To remedy the situation, TVA proposes the following actions:

• Retire the TVA Kirkmansville Substation and replace it with a new 161-26-kV substation near the Fruit Hill community. The Fruit Hill Substation would provide electric power to Pennyrile RECC and would connect to the TVA’s Paradise-Hopkinsville No. 2 Transmission Line.
• Construct a new 161-69-kV substation (the Jason Substation) to provide a new power source in the area. The Jason Substation would be located at the intersection of TVA’s Paradise-Clarksville and Kirkmansville-Dunmor Transmission Lines.
• Rebuild a 23-mile section of the TVA Paradise-Hopkinsville Transmission Line from the existing Clifty Substation tap to the TVA Paradise Fossil Plant. The new line would be built on existing right-of-way and would use steel-pole structures to replace the wooden poles used currently.
