Johnsonville Fossil Plant Ash Disposal Site Expansion
Benton, Houston, and Humphreys Counties, Tennessee
On May 22, 2009, TVA issued a supplemental environmental assessment and finding of no significant impact for continuing disposal of coal ash at Bivens Industrial Park (BIP), near Camden, Benton County, Tennessee. The existing capacity for permitted disposal of coal ash at BIP was exhausted on September 30, 2008. TVA’s preferred alternative is to expand the ashfill at BIP by 20.6 acres to accommodate approximately 2.2 million cubic yards of additional coal ash from Johnsonville Fossil Plant (JOF). Increased capacity at BIP would allow JOF to continue operation beyond calendar year 2009.
On October 23, 2008, the U.S. Army Corps of Engineers (USACE) issued Public Notice 08-70 to advertise the proposed expansion and to solicit comments on the proposal. On March 12, 2009, the Tennessee Department of Environment and Conservation (TDEC) issued a public notice of a public hearing and its intent to issue a Class II landfill permit for the proposed expansion and solicit comments on the draft permit. TDEC conducted the public hearing on April 2, 2009.
