Jefferson Park Community Facility
Fort Loudoun Reservoir, Knox County, Tennessee
On May 28, 2009, TVA issued a finding of no significant impact (FONSI) for a proposal by Mesana Investments LLC that TVA and the U.S. Army Corps of Engineers (Corps) approve the construction of two fixed community docks and associated shoreline alterations on the Little Turkey Creek embayment of Fort Loudoun Reservoir. The docks would be used by residents of Jefferson Park Subdivision. The community docks with common lot access would be constructed at Little Turkey Creek Miles 1.8, right bank, and 2.0, right bank. Mesana also proposes to construct nonpotable water intakes on each dock, construct a boat launching ramp, and install riprap along the shoreline of each common lot. TVA and the Corps previously approved individual private water use facilities associated with each of 35 lakefront lots along the remainder of the subdivision shoreline. TVA and the Corps jointly prepared a final environmental assessment (FEA) of the effects of permitting, constructing, and operating the new proposed shoreline facilities and alterations. Comments received on an external agency and public review of a draft environmental assessment have been taken into account in the FEA. The FONSI and FEA are presented below.
The community dock and associated shoreline alterations require approval by TVA under Section 26a of the TVA Act, which was issued on June 2, 2009, and by the Corps under Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act.
