Hardin Bottoms - Proposed Riprap Bank Stabilization, Boat Ramps, and Infrastructure Improvements
Kentucky Lake, Perry County, Tennessee
On March 6, 2009, TVA issued a finding of no significant impact (FONSI) in association with proposed bank stabilization between Tennessee River Miles (TRMs) 147.2 and 152.8 (right bank, facing downstream), construction of boat launching ramps at TRMs 148.9 and 149.8, and installation of additional infrastructure on adjacent private land in Perry County, Tennessee. GGP LLC proposes to install 21,500 linear feet of buried water line and to construct a roadway requiring approximately 1,500 cubic yards of fill on its property for the development of a recreational vehicle campground. Meriwether Lewis Electric Cooperative proposes to install aerial utility poles for a 7.2-kilovolt power line on this property to serve the campground.
The proposed riprap and boat ramps require TVA approval under Section 26a of the TVA Act and permits from the U.S. Army Corps of Engineers (USACE) under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. The deposit of fill material associated with the proposed boat ramps meets USACE criteria for Nationwide Permit #36. TVA holds a flowage easement over the subject property, and the proposed infrastructure improvements are subject to approval under Section 26a because they could affect flood storage or navigation.
USACE completed an environmental assessment (EA) for the proposed riprap and boat ramps on February 23, 2009. TVA has adopted the USACE EA, which is presented below with TVA’s FONSI.
