Blue Ridge Dam Rehabilitation Project

On April 11, 2011, TVA supplemented an environmental assessment (EA) and prepared a finding of no significant impact (FONSI) for the Blue Ridge Dam Rehabilitation Project. The original December 2009 EA evaluated a No Action Alternative and an Action Alternative for repairing the penstock, repairing and stabilizing the upstream face of the dam, stabilizing the intake tower base, and repairing and stabilizing the downstream face of the dam.
Because of changes in the original scope of the project that have occurred since preparation of the original EA, TVA issued the supplemental EA and FONSI. These documents evaluate the potential environmental effects of the following scope changes: (1) extending project working hours up to 24 hours per day, seven days per week, (2) establishing a new area on the dam reservation for storing rock and soil removed from the dam faces, and (3) temporarily closing one or more segments of North River Road during the construction phase of the project. Analyses of these proposed changes found no significant environmental impacts would result from implementing these changes.
