Whole Home Energy Efficiency Upgrades
TVA will leverage its EnergyRight Solutions for Existing Homes program to provide homeowners with expert advice, financing, and lists of qualified contractors for energy efficient improvements to homes. TVA will reimburse up to 50 percent of the installation costs of certain home efficiency upgrades, with a target of $500 in incentive payments per household.
This project is part of the existing EnergyRight Solutions program. Budget authorization will be at least the minimum amount to satisfy the EPA required spending commitment over the next five years.
The Whole Home Energy Efficiency Upgrades project is comprised of three areas in which TVA will provide incentives for homeowners:
- Home Energy Audit and Scorecard: TVA will provide advice, incentives, and lists of qualified weatherization contractors to allow homeowners to make the most cost-effective improvements to lower their monthly energy bills. Existing incentive structure will be refined as TVA works with local power companies to refine its residential program platform; TVA estimates that homeowners will pay $50 for the initial home assessment and receive a Home Energy Scorecard and a personalized audit report detailing the most cost-effective energy efficiency improvements. The TVA certified auditors will also be able to install compact fluorescent bulbs, low-flow shower heads and faucet aerators.
- Weatherization incentives and financing: TVA will provide incentives for homeowners who invest in energy efficiency measures, such as insulation, air sealing, duct sealing and windows.
- ENERGY STAR heat pump: TVA will provide incentives for homeowners who invest in ENERGY STAR heat pumps.
Homeowners can opt for financing up to $20,000 for HVAC equipment and weatherization. Data on the participant homes and improvements will be captured in a central database, applying kilowatt demand and kilowatt-hour reductions to each measure.
TVA will conduct rigorous program evaluation to validate and refine program impacts over the course of the project.
