Ralph E. Rodgers

Executive Vice President and General Counsel

Ralph E. Rodgers is executive vice president and general counsel, responsible for directing TVA's legal affairs and serving as corporate secretary. As TVA's chief legal officer, Rodgers heads TVA's Office of the General Counsel, which provides legal services to TVA in all aspects of its operations.

Rodgers has over 30 years of TVA experience. Previously, as assistant general counsel and then as deputy general counsel, he assisted in overall management of the Office of the General Counsel and in supervising legal work, primarily procurement and corporate contracts law matters associated with TVA's acquisitions of equipment, fuels, services, generating facilities and other assets. Rodgers was the Designated Agency Ethics Official with responsibility for overseeing the TVA Ethics Program from 2001 to February 2010.

Earlier in his TVA career, Rodgers was responsible for the procurement and transactional legal matters of the fossil, hydroelectric and resource management organizations, focusing on generating station construction projects and outside business joint ventures, both domestic and international. As a litigation attorney, Rodgers handled cases by and against TVA, principally involving commercial disputes and fuels and services contract claims. He also was in private practice in Colorado where he represented building and design professional firms in construction-related disputes in courts throughout the Rocky Mountain region.

A native of South Florida, Rodgers received a bachelor's degree from the University of Florida and a law degree from the University of Miami. He is licensed to practice law in Tennessee and Colorado. He is a member of the Knoxville Bar Association and the Tennessee Bar Association.

Rodgers and his wife live in Knoxville. They have two children and two grandchildren.
