Joe Hoagland

Senior Vice President, Policy & Oversight

Joe Hoagland is TVA’s senior vice president of Policy & Oversight, responsible for communications, compliance and policy governance, energy efficiency and demand response, retail regulatory affairs, security and emergency management, dam safety governance, safety and health, environmental policy and regulatory affairs, and technology development.

Before his current appointment, Hoagland served as vice president of the Office of the CEO, with oversight of the daily operations of the executive office, including the TVA ombudsman and board services.

Hoagland previously served as vice president of Environmental Science, Technology & Policy and as vice president of Energy Efficiency & Demand Response. He has also been a senior adviser to the CEO.

A TVA employee since 1993, Hoagland has worked across several organizations, including as manager of special projects for TVA’s River Systems Operations & Environment organization. He also managed research and development of new production technologies, distributed generation, energy storage and environmental remediation technologies.

Hoagland has served on boards and committees for several industry organizations, including the Electric Power Research Institute, the Electricity Storage Association, the U.S. Department of Energy and the Electric Utility Cost Group.

Hoagland earned a Bachelor of Science degree in chemistry from Southern Utah University and master’s and doctorate degrees in physical chemistry from Washington State University.
